I notice that earlier model Softails don’t have the plastic sleeve. I’m assuming that Harley doesn’t do these as a serviceable part. So what difference will it make apart from the protection from grit, etc.?

Shocks with the sleeves should not be assembled without for fitment purposes. There would be no benefit to assemble without the sleeves.
